About the Association

The PHCAL is a non-profit corporation formed under the Laws of Belize in 2004.  The Association operation was turned over to the property owners on August 3rd 2011.  Progresso Heights Limited/PHL (the Belize Company that sells land parcels in Progresso Heights) is not affiliated with PHCAL. The purposes of PHCAL are to:

  • Operate, maintain and manage the property of PHCAL.
  • Further the interests of the PHCAL members.
  • Establish and enforce dues payment and assessments.
  • Engage in activities for the mutual benefit of the PHCAL members and property.

In order for the PHCAL to carry out its obligations to the members, it is necessary to maintain current contact information about the unit owner(s). This information is maintained by the PHCAL Secretary ([email protected]) as confidential information. Contact information should include the following:

  1. Current Unit Title Holder name(s),
  2. Mailing address,
  3. Telephone contact number(s), and
  4. Email address

In the event that a unit is sold and/or title transferred (resale), it is the obligation and requirement (PHCAL Declaration of Covenants, Article XVII) for the seller/transferee to give the PHCAL Secretary at least thirty (30) days written notice of the Owner’s intended date of transfer. Such notice shall include the same 4 contact items, noted above, of the proposed purchaser or transferee and the proposed date of such transfer of title.

Also, the transferring Owner shall continue to be jointly responsible with the transferee Owner for all obligations of the Unit Owner, including PHCAL Assessment obligations, until the date upon which the PHCAL receives such notice, notwithstanding any previous transfer of title. The burden is on the seller to inform the new owner of any delinquent and/or future PHCAL assessments and to determine as part of the unit transfer how any delinquent obligation will be resolved.
